The notices appear to be intended to mislead and deceive registrants
into renewing their domain name or obtaining their credit card details.

validity of such offers/notices:

you have received a notice and you have provided your credit card
details online and you are unable to subsequently verify the identity
of the person or company that operates the web site (or have doubts
about their identity), we recommend that you contact your credit
card provider for advice immediately.
By being vigilant and aware about your purchases, registrants can
avoid any unnecessary anxiety and continue to enjoy the full benefits
of purchasing online and the www experience.
